Attaining a hundred years by the Urban Councils Association of Zimbabwe (UCAZ) this year 2023 is a great achievement. The Association has gone through different eras of the history of Zimbabwe. Regrettable times were the colonial period when there was racial segregation with cities and towns divided along racial lines. With independence came the one city concept where there are no longer sections in the cities councils for Africans, Europeans, Coloureds or Indian affairs. After independence all sections based on racial lines were abolished to come up with a one city concept. This year we celebrate the life of UCAZ from its establishment in 1923 as the Local Government Association of Rhodesia to the Local Government Association of Southern Rhodesia during the Federation of Rhodesia and Nyasaland (1953 to 1963). The Association changed to UCAZ at independence in 1980. It has transformed from an organisation concerned with organising meetings of the organs of UCAZ such as the Annual General Meeting, the Executive Committee, Presidential Committee, subcommittees, and officers’ forums to a more dynamic and powerful voice of urban local government, advocating and lobbying for improvement in legislation and policies that affect local authorities. We celebrate the inclusion of a local government chapter in the constitution thanks to lobbying and advocacy by the Association and its rural counterpart, the Association of Rural District Councils of Zimbabwe (ARDCZ) under the banner of the Zimbabwe Local Government Association (ZILGA). ZILGA also successfully lobbied for at least 5% of the national budget allocation to local government. Central government is now disbursing funds to local authorities under Devolution. We celebrate the resilience of our members during very difficult economic times. They have been resilient and not closed shop. We salute the members for continuing to serve their citizens while at the same time ensuring that UCAZ remains afloat through their support. UCAZ has over the years sourced funding from development partners to build the capacity of its members targeting both policy makers and administration officials. The introduction of the Local Government Investment Conference (LOGIC) in 2016 as a vehicle to market urban local authorities’ investment opportunities was an initiative worth celebrating. While we are celebrating, we remain committed to representing the interests of our members for the improvement of service delivery. This special edition of the Urban Voice, the Centenary Urban Voice is souvenir for the members to keep as a reminder of the journey that UCAZ has traversed.
