The State President, His Excellency, Cde E.D Mnangagwa, yesterday delivered his annual State of the Nation Address (SONA) where he also officially opened the Fourth Session of the Ninth Parliament outlining the legislative agenda of the Government.

In his presentation of the SONA, he addressed the nation’s plans based on the National Development Strategy 1 and how it will assist the attainment of Vision 2030. Issues mentioned included health, education, gender, and housing amongst others.

Local authorities have been recognized as key players in the implementation of the Devolution agenda therefore amendments were said to be made to ensure that they carry out their expected mandates. The President said, “The requisite legislation used by the lower tiers of the state to ensure efficient implementation of the Devolution agenda will also be amended”. This will go a long way in making sure that service delivery is enhanced, and residents get the best services.

The President also announced that the Parliament will consider the Municipal Courts and Police Bill and the Liquor Licensing bill which will assist the local authorities in carrying out their mandates. With the recently launched Harare Municipal Traffic Police Training, this amendment will lead to strengthening the local authorities’ law enforcement system.
