MINIMUM SERVICE DELIVERY STANDARDS IN LOCAL AUTHORITIES

Minimum Service Delivery Standards (MSDS) refer to the least possible levels of expected services in terms of quality, process, time and cost that Local Authorities in Zimbabwe ought to deliver to the Citizens. These standards are designed to ensure consistent, and high-quality basic services for all, establishing clear and measurable benchmarks that Local Authorities must achieve. By prioritizing the needs of residents and ratepayers, MSDS align with the goals of Vision 2030, serving as a catalyst for socio-economic growth and transformation.

To realize Vision 2030, a strong performance management system for Local Authorities is essential to improve service delivery. This approach is in line with the Local Authorities Service Delivery blueprint, themed Call to Action - No Compromise to Service Delivery, which was launched by His Excellency, The President of the Republic of Zimbabwe in November 2023. The Service Delivery blueprint emphasizes the development of MSDS and the implementation of service enhancement initiatives as an impetus to the attainment of an Upper Middle Income Economy.
