Treasury Will Not Fund Incompetent Councils

The Herald  Treasury will not fund provincial/metropolitan councils and local authorities whose books are either in disarray or fail to meet the expected standards under the Second Republic. This is contained in the Cabinet-approved Inter-Governmental Fiscal Transfer System (IGFTS) Administrative Manual, which will assist in the management of fiscal transfers.
