SLB Annual Report Validation Workshop

The meeting will be attended by all mayors/chairpersons, all town clerks/secretaries and all Peer Review Coordinating Committee (PRCC) members to validate the 2019 Peer Review Annual Report. Each year since 2013 UCAZ has been coordinating Service Level Benchmarking (SLB) peer reviews among the 32 urban local authorities. SLB is a government of Zimbabwe initiative that was necessitated by the cholera outbreak of 2008/9 which claimed the lives of more than 4 000 people. The Cholera outbreak was caused by the collapse of the WASH (water sanitation and hygiene) infrastructure across all urban local authorities due to lack of investment during the economic meltdown period (2000 – 2009). With support from development partners the WASH infrastructure was restored. Government then came up with the SLB programme targeting, initially the three WASH services namely; Water Supply Management, Waste Water Management and Solid Waste Management. Later on non-WASH services; Roads and Public Safety and Corporate Governance were added to the SLB programme. The aim of introducing the SLB programme was to set standards or benchmarks for Zimbabwe based on international best practices and then measure, compare with the international benchmarks and improve.

The SLB programme initially involved coming  setting benchmarks, formulating data collection instruments or questionnaires, data gathering to establish the level at which the local authorities were providing the targeted services looking at the state of the infrastructure and the services.  That was in 2013. In 2014 Peer Reviews were introduced. Local authorities were grouped into clusters according to their levels. Cities and municipalities were put in one cluster; towns councils and local boards in another. Peer review teams were established with each team headed by a town clerk. The other members of the peer review teams are Finance, Housing and Health directors, and directors of works or town engineers and representatives of the Environmental Management Agency, Ministry of Local Government and Public Works, the Ministry of Lands, Agriculture, Water, Climate and Rural Resettlement and  the Ministry of Health and Child Care and the Ministry of Finance.

The Peer Review involve a tour of the facilities related to the services  under review and review of data supplied by the local authority being reviewed. After each Peer Review a report is drafted and presented to the local authority being reviewed. When all the local authorities have been reviewed, an annual report is compiled and goes through a few stages before it is validated. The Peer Review Coordinating Committee is charged with planning for the peer reviews, supervising implementation, annual report writing and presentation of the report to the Executive Committee of UCAZ for validation.

The SLB Annual Report Validation workshop seeks to validate the SLB Peer Review Annual Report for the year 2019. Attendance of the meeting is by invitation.
